1. Preheat your oven to 350°F (175°C). Line a baking sheet with parchment paper.
2. In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, nutmeg, and cloves. Set aside.
3. In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.
4. Gradually add the dry ingredient mixture to the butter mixture, alternating with the apple cider and applesauce. Mix until just combined.
5. Drop spoonfuls of the dough onto the prepared baking sheet, spacing them about 2 inches apart. Use the back of a spoon to slightly flatten each dough mound.
6. Bake in the preheated oven for 8-10 minutes, or until the cookies are set and slightly golden around the edges. Remove from the oven and let them cool completely on a wire rack.
7. Meanwhile, prepare the filling by beating together the softened cream cheese and butter until smooth. Gradually add the powdered sugar and vanilla extract, and continue beating until well combined and fluffy.
8. FOR THE SUGAR-CINNAMON COATING - In a small bowl, mix together 1/4 cup of sugar and 2 tablespoons of ground cinnamon until well combined. Once the whoopie pies are baked and cooled, melt 1/4 cup of butter and brush it onto the top of each pie.
9. Dip each cookie into the sugar-cinnamon mixture making sure to cover the entire top.
10. Once the cookies have cooled completely, spread a generous amount of the cream cheese filling onto the flat side of one cookie. Top with another cookie, flat side down, to create a sandwich.
